BOARD OF COMMISSIONERS
EXECUTIVE SESSION/MID-YEAR WORKSHOP
July 27, 2009

CALL TO ORDER

Commission President Nancy Baker called a special meeting/executive session and mid-year workshop of the Port of Vancouver USA Board of Commissioners to order at 11:30 a.m., Monday, July 27, 2009, at the West Vancouver Freight Access Building, 1501 W. 8th Street, Vancouver, Washington 98660.

EXECUTIVE SESSION

The meeting was immediately recessed into executive session at 11:30 a.m. for the purpose of discussing real estate, litigation and personnel matters. The executive session ended at 1:10 and a brief recess followed.

OPEN PUBLIC MEETING

The meeting was opened to the public at 1:24 p.m. by Commissioner Baker with an announcement that the Port of Vancouver USA Board of Commissioners had been in executive session from 11:30 – 1:10 p.m. for the purpose of discussing real estate, litigation, and personnel matters. She stated no action was taken during the executive session. 
 
In addition to the Commission and staff, the meeting was also attended by Libby Tucker with the Columbian Newspaper.

TERMINAL 5 DEVELOPMENT SCHEDULE

Staff provided an overview on the Terminal 5 development schedule including the rail loop, cargo storage areas and grants.

BULK FACILITY UNLOADER RELOCATION

Staff gave an overview of the bulk facility unloader relocation project. As part of the discussion, staff discussed design, design challenges, construction schedule, and construction costs. Staff answered questions raised by the Commission.
BNSF AGREEMENT

Director of Economic Development and Facilities Shuck provided the Commission with an overview of milestone requirements in the BNSF agreement and the progress the port has made to reach those milestones.

FUNDING

Director of Finance Smith gave the Commission a brief overview of possible funding options the port could consider. She discussed grants, loans and bonding possibilities.

ADJOURNMENT

There being no further discussion, Commission President Baker thanked all present and the meeting ended at 3:07 p.m.
