The liquid bulk dock is owned by the port, and operated by NuStar. and Tesoro Refining and Marketing Company. It has three pipelines from the dock to several storage tank farms, with a total capacity of over three million barrels.

NuStar expanded its facilities at the port by five acres, adding additional storage tanks to handle another 350,000 barrels of liquid bulk storage.

Tesoro Corporation, a Fortune 150 company, is an independent refiner and marketer of petroleum products. Through its subsidiaries, Tesoro operates seven refineries in the Western United States with a combined capacity of approximately 665,000 barrels per day. Tesoro's retail-marketing systems includes over 880 branded retail stations, of which over 380 are company operated under the Tesoro, Shell, Mirastar and USA Gasoline brands. The company also has a network of marine terminals in Alaska, Hawaii and the Pacific Northwest, and the Vancouver location has rack sales and tank storage, handling almost two million barrels of primarily unleaded gasoline, 87 and 92 Octane, ethanol and low and high sulfur diesel.
