Contractor/Consultant Information

The Port of Vancouver utilizes various levels of QBS procedures based on RCW 39.80 and federal regulations to form the basis of criteria for selection of architectural services, land surveying services and engineering services.

A/E On-Call Roster
Each year an advertisement will be released to disclose the port’s interest to acquire A/E firms to be listed on its On-Call Roster. This roster serves as the basis for the port’s selection of firms for consideration of higher threshold projects and the Master On-Call Roster. The on-call roster list remains open continually and an A/E firm can qualify to be listed on the roster by filing Part II of a standard (or port modified) SF 330 Form.. 

• A/E's are qualified and listed on A/E On-Call Roster list by registering on the port's eBid system and submitting Part-II of 330 Form for review to confirm minimum requirements are met.
• Firms qualify for contracts issued up to $5,000 without additional Qualifications Based Selection (QBS)
• Must be listed on the On-Call Roster list to be eligible to participate in the Master On-Call Roster solicitation.

Single or Special Project Procurement
On occasion it may be necessary to utilize an alternative process when it is determined that On-Call Services cannot adequately fulfill the requirements for a project. This process serves to address projects of this nature that are not procured through the Master On-Call Roster.

• Used for all projects over $5000 that cannot be filled from the Master On-Call Roster
• An advertisement will be published disclosing the profile and details of the project
• Part I of 330 Form or proposal requests used to short-list candidates
• Three (or more) A/E’s selected for interview to determine most qualified candidate

Master On-Call Roster
To participate in the selection process for the Master On-Call Roster requires qualification of the A/E on-call roster by submitting the SF 330 Form. Specific project categories are identified and published as RFQ’s that incorporate several architect and engineering disciplines with which the firm must be able to perform in order to enter into a master agreement. When solicitations are active, an RFP is released that provides objectives and requirement for Master On-Call Services, along with the RFQ that provides specific information on the category, solicitation schedule, evaluation criteria and documents required for submitting a responsive proposal.

Consultants may submit a proposal for as many RFQ’s desired, however; a limit of one Master On-Call agreement will be issued to a prime consultant for one category only. A firm may become eligible for other on-call solicitations only after the expiration of their current master agreement with the port.

• Advertisements are issued to disclose the issue of RFQ solicitations for specific categories
• Typically 4-6 consultants are selected to be offered Master On-Call Agreements that are active for a two year period and include a one year option to renew.
• The execution of an agreement is not a guarantee of work or that the Port will hire the consultant to perform work for the scope of services
• The budget value of described work provided in the procurement documents for the agreement period is an estimate only and is subject to change.
